Meeting Minutes for the March 9, 2006 InfraGard Central Missouri Members Alliance
meeting held at the Missouri State Troopers Association, Jefferson City, MO
Meeting called to order 10:06 a.m. Introductions were made, and the minutes from the January 12, 2006 meeting were approved.
Business
- Elections: There were three nominations for the two open board positions, RD Porter, Randy Raw and Mike Harris. Since RD Porter was appointed the Secretary/Treasurer to fill the remainder of John Bax’s term, two candidates were left for the two open positions. In accordance with the by-laws, a voice vote was taken by InfraGard members present to accept Randy Raw and Mike Harris as directors for a two-year term ending January 2008.
Events, Training
- The Nebraska Infrastructure Protection Conference is scheduled for March 23-24.
- May 10-12 is the annual Midwest Consolidated Infrastructure Security Forum in Kansas City, cost $125. InfraGard is hosting along with the FBI, International Systems Security Association (ISSA), American Society for Industrial Security (ASIS) and the Kansas City Security Council. MOREnet’s Randy Raw and Beth Young will present on identity theft and bot networks. http://www.mcsfonline.org
- MOREnet has a few open seats in the SANS Forensics class June 12-17, 2006 at the Stoney Creek Inn in Columbia. Cost is $2,985 but InfraGard members get a 10% discount, and government, law enforcement, education/students pay only $1,000. State employees that complete this training are allowed to use the Office of Administration’s forensics tools. Web seminars on the Linux setup requirements (prerequisite for class) may be held prior to the event. http://sans.more.net/
- Univ of MO has not met the minimum enrollment for SANS Firewall, Perimeter Protection and VPN class May 21-25, 2006 at the University of Missouri Memorial Union. Same price structure as Forensics class. Contact Brandon Hough, houghb@missouri.edu by next week. http://sans.missouri.edu/
- The 4th (5th?) Annual MO Digital Government Summit is scheduled for June 15 at the Capitol Plaza Hotel in Jeff City. This event is free for state employees but you must register on line. We will try to have an InfraGard booth again. http://www.govtech.net/events/index.php/MissouriDGS2006
- The InfraGard Congress (the annual meeting of all chapter presidents) and InfraGard Conference (open to public) are both scheduled for August in Washington DC. http://www.infragardconferences.com/
- The FBI-sponsored Agroterrorism conference is September 25-29 in Kansas City. This is an international event with 2000+ attendees expected. http://www.fbi-isa.org/
- Free CISSP prep classes are being held at the MOREnet building in Columbia on Tuesday nights from 4-7 PM. They have finished the first of the 12 DVDs. Contact Randy Raw to attend these classes. The DVDs will be available for check-out to state agencies, contact RD Porter.
- MOTEC has scheduled a 3-day Disaster Recovery training for state employees in April at a cost of $600. RD recommended that insteadof attending that class, he will coordinate a two-day training by SEMA that would be more focused on public entities, for two days and free. SEMA provides training to local entities as well as state. If there is any interest, please contact him.
Future Meetings
- The May 11 meeting date conflicts with the Kansas City security conference. A new date of May 18 was selected. We will attempt to hold the meeting at the SEMA facility and arrange for a tour of the new Missouri Information Analysis Center (MIAC).
- Plan to have the MO Homeland Security director, Paul Fennewald, present at a future meeting.
- July 13 meeting, location to be announced
- Sept 14 meeting will be held in Columbia on the University campus
Information Sharing
- Office of Administration reports no major incidents. They have received a Homeland Security grant to do an analysis of the statewide network. This will probably happen around June. Their office is also looking at a web-based statewide cyber security awareness training for end users.
- The Office of State Courts Administrator is getting the Tipping Point appliances to assist with their current spyware issues. They are also looking at Panda as an enterprise wide desktop solution.
- MOREnet has their annual conference for higher education institutions (HELIX) coming up in March 22-23. They have added an indicator in the shape of the state to their security web page to provide a status for alerts. Bots are still being tracked, but there are currently no major outbreaks.
- University Hospitals & Clinics are also looking for a spyware solution.
- HR4127 was introduced on the federal level requiring companies to disclose to consumers when there is a security breach involving personal information (similar to California state law).
- Missouri House Bill 1397 was introduced this session making it a criminal offense to install spyware on a machine. This bill has not currently on the calendar, and probably will not pass this session.
- Missouri Senate Bill 1115 requires every public governmental body to begin utilizing the fiber optic network currently owned by the department of transportation for all telecommunications, video and data services by January 1, 2009.
- Plan to have the website up to date soon, once the webmaster is back from leave.
Presentations
- Gail gave a live demo of the CyberCop secure web portal. She will arrange for a Central Missouri InfraGard group on the site so that we may use it for secure communications.
- The PowerPoint presentation from January meeting on IT Service Continuity Management (Disaster Recovery) from Bronn Salmon of MSI Systems Integrators will be posted on our website.
